From the supplier: Michigan voters chose to impose six-year term limits on members of the state Legislature when they enacted that law in 1992. Thus, 64 House will not be eligible for reelection by 1998 while Senate members may run for a four-year term if they already occupied their positions when the law was enacted in 1992. By the year 2002, one's maximum stay in the Legislature will have been eight years. In the meantime, legislators are still bewildered over the implications of the law which limits their ability to impose changes and create new laws.

Excerpt: Term limits legislation term limits for state and federal office-holders has been a recurring political issue in the U.S. state of Oregon since 1992. In that year's general election, Oregon voters approved Ballot Measure 3, an initiative that enacted term limits for representatives in both houses of the United States Congress and the Oregon Legislative Assembly, and statewide officeholders. It has been described as the strictest term limits law in the country. A 1995 U.S. Supreme Court ruling rendered the federal limits null and void, and in 2002 the Oregon Supreme Court upheld lower state court rulings striking down the remaining provisions of the law on procedural grounds. Measure 48 of 1996 would have instructed the Legislature to enact term limits for Congressional races, but the measure did not pass. From the author: Since the early 1990s, a number of states have imposed limitations on local public school revenues and expenditures. I consider the effects of this trend, which has been likened to the "local property tax revolt" of the 1970s, on the provision of local public education. I use a comprehensive panel of school districts from Oregon and Washington, with annual data from before and after Oregon imposed its limitation in 1990. Controlling for unobserved heterogeneity, I find that Oregon student-teacher ratios have increased significantly as a result of the state's tax limitation. However, I find that the ratio of administrative to educational spending has remained unchanged, or may have even increased, in the wake of the tax limit suggesting that the incidence of the tax limitation has been borne by instruction at least as much as by administration. I also investigate the distributional effects of this limitation.

±1±: Best Buy The Good: Flynn writes solid stories. He is well embedded in this type of narrative and he seems to have a firm grasp of what he's doing, where he's going and how he wants to get there. I think the best part about this book was the perceived realism. Now I say "perceived" because I have never been under terrorist control nor have I been in a terrorist hunting unit. But if I were in either, I imagine it would go something like this book. He writes in a manner that is not so grandoise that you feel like you're watching a movie with a 200 million dollar explosives budget. The main character is believable and good, but not perfect. Even in the end, as it wraps up rather quickly, I thought - well, that was kind of anticlimactic - but then realized that that's how it is. There are no dancers or music or productions, just people getting the job done.

The Bad: At times the terrorists seemed a little stereotypical but this was not a distraction.

The Ugly: Could have done without the love interest. I think I would rather read a book where the protagonist has a wife or one girl he's with as opposed to introducing the new, fawn eyes blonde girl who you know is going to end up kissing him at the end. If you're going to spend all the time focusing on the realism outside of the love interest, why blow it when it comes to the girl. Truth be told, I don't think anyone really cares about her anyway.

The Verdict: Definitely worth the read. The political clashes and infighting are worth the read alone. on Sale!

±1±: Best Buy First, I listened to the audiobook version of this. The book can be simplified into this: a group begins killing politicians because they're fed up with the way politicians have been running the country into debt. Throw in an inept Presidency that sounds like a cross between Al Gore and Jimmy Carter, a smattering of CIA, a good FBI agent, and it's a surprisingly good story. The ending wasn't as good as it could be, and it kinda leaves you a tad bit hanging, but otherwise the story is really good. As a political operative in Washington I think it would be FASCINATING to see this sort of thing happen for real. I'm not advocating the killing of anyone, but it would make for a very interesting scenario, news cycle, and debate if politicians started dropping. on Sale!
